    Progreso is part of the municipality of San Guillermo Isabela, it is a small and humble barangay found in between the tri-boundaries of the municipality of Angadanan, Cauayan, San Mariano, and part of Benito Soliven. The former punong barangay Renato R. Valdez Sr. achieve a huge success and achievement through his leadership and guidance making the furthest and most unsuccessful barangay became the most outstanding barangay.

 

    Back in 2002, Renato R. Valdez Sr. AKA "Atong" was graduated with a bachelor of science in education at Isabela State University with his wife Jonalyn A. Valdez unfortunately they didn't pass the board examination for teachers. After his graduation, he didn't expect himself to be a politician since he graduated as a teacher, he aims to work in a government to sustain his family, though he may not lucky to work as a teacher, so he wants at least to become a soldier, But he was married to his wife Jonalyn Valdez early. When the late former punong barangay Carmelito Valdez and also his father, his term as the punong barangay ended, then he is selected as a choice of the barangay assembly as their next leader. He said;

 

" Wala akong maisip na hindian ang alok sa akin ng ating kabarangay , dahil kita ko yung kagustuhan nilang ako ang manuno sa kanila ."

 

He started to work as a Punong Barangay in 2007 and his term ended in 2018, his inspiration was because of poverty and he determines to improve the barangay from the wrong governance because barangay progreso back then was unsuccess, is far and in the margin of San Guillermo, and he said;

" So yung margin na yun , binigyan ko ng tugon at binigyan ko ng marka papunta sa gitna, kasi ang margin kung hindi mo bibigyang halaga ay magiging magiging basura lang siya."

 " Sa pananaw ko kahit mahirap lang ang aming barangay, kahit na sa malayo lang ang ating barangay, kahit di gaanong pinapansin ang barangay , kung susunod at susunod tayo sa mga alituntunin at sa guidelines ng mga nasa taas ehh..kaya nating makipagsabayan."

 

    His good governance became his strength, the people of progreso were naturally very obedient and well-disciplined despite the authoritarian system of government led by the late former punong barangay, all of the people in our barangay were following the rules and guidelines, He Renato R. Valdez change the authoritarian management into a systematic form of governance, he exclaimed that he cannot say that it is hard though, in terms of financial, the honorarium was not high because they only started in a 1,200.00 honorary and then increases to 3,500.00. Transportation was hard for everyone, it needs to walk miles away so both financial and transportation is one of the difficulties back then.

 

All those years of his terms, their hard work paid off by receiving countless recognition and awards in 2017 as the most outstanding barangay, best barangay, most outstanding punong barangay, and so on. He was a good father and a good loving husband to his wife,  he is a very hardworking person and caring person, though other people say's that he was a scary person because of his natural serious look, the truth is he is a comedian and a warmth hearted person

 

 He was now a full pledge farmer, served as barangay secretary, and was an active CAFGU Auxillary, he has also extra income as a basketball referee in Samahang Basketball ng Pilipinas and is accredited by the FIBA.

 

According to him if he would like to run as a punong barangay in the future he said;

 

" Diyos nalang ang bahala, kung sakali siguro sapat narin siguro and buhay ko ngayon, pero di natin alam , diyos nalng bahala."

 

 Message:

" Sana unahin nila ang pangangailangan ng barangay at saka, unahin nila ang kung ano ang kailangan ng mga miyembros hindi yung sarili nila, iwasan nilang maging makasarili, dapat magpokus sila dun sa bagay na ikakaaunlad ng ating barangay."

 " ang akin lang sana , hindi naman perpekto ang lahat ng tao kasi wala namang perpekto dito sa mundo tanging diyos lamang , pero sana iwasan nila una yung kurapsiyon, kung alam nilang may bahid kurapsiyon yung mga hakbang nila sana iwasan nila, gawin nila lahat ng makakaya nila para mapaunlad nila ang ating barangay , ika nga sa ingles " do all the best , and god will do the rest"."
